On 8 November 2023, Chinese Ambassador to Pakistan Jiang Zaidong met with Jamal Shah, Pakistan’s Federal Minister for National Heritage and Culture, at the Chinese Embassy in Pakistan. During the meeting, the two sides exchanged views on strengthening mutual learning between Chinese and Pakistani civilizations, expanding cultural cooperation, and promoting people-to-people connectivity in the digital era. Chinese Embassy Counsellor Zhang Heqing attended the meeting.

The discussion highlighted the importance of digital platforms, internet development, and cultural exchange in enhancing mutual understanding between nations and promoting the shared values of humanity.

Promoting Cultural Exchange Through Digital Cooperation

Ambassador Jiang Zaidong noted that on the same day, Chinese President Xi Jinping delivered a video address to the opening ceremony of the World Internet Conference Wuzhen Summit, emphasizing the importance of advancing the building of a community with a shared future in cyberspace.

President Xi called on the international community to strengthen dialogue and cooperation, promote mutual learning among civilizations, enhance online communication between peoples, and encourage greater understanding and friendship among different countries and cultures.

Ambassador Jiang emphasized that both Chinese civilization and Islamic civilization have long histories and rich cultural traditions, and that China–Pakistan cultural exchanges have existed for centuries through the ancient Silk Road.

He stated that in the era of rapid digital transformation, China is willing to work together with Pakistan to:

  • Expand new areas of cultural cooperation;
  • Develop innovative forms of cultural exchange;
  • Promote the creation and dissemination of high-quality online cultural content;
  • Showcase outstanding achievements of human civilization;
  • Enhance mutual understanding between Chinese and Pakistani peoples.

He further expressed China's willingness to cooperate with Pakistan in making greater contributions to cultural dialogue, civilization exchange, and the construction of a community with a shared future for humanity.

Pakistan Supports Greater Cooperation in Cyberspace

Minister Jamal Shah expressed appreciation for President Xi Jinping's vision regarding the role of the internet in global development and international cooperation.

He stated that President Xi's proposal to promote a community with a shared future in cyberspace, respect cyber sovereignty, and oppose cyber hegemony reflects the common aspirations of the international community.

The Minister said that Pakistan strongly supports these principles and is willing to actively participate in and contribute to international cooperation in cyberspace.

He also shared President Xi's remarks through his personal social media account on X (formerly Twitter), demonstrating Pakistan's positive response to China's vision of global digital cooperation.

Advancing Civilization Dialogue in the Digital Age

Minister Jamal Shah highlighted that President Xi's emphasis on strengthening cultural exchanges, promoting mutual learning among civilizations, preserving cultural heritage, and jointly building a positive online environment is highly consistent with Pakistan's own cultural values and development goals.

He expressed Pakistan's readiness to work with China to:

  • Deepen cultural and educational exchanges;
  • Promote mutual understanding between societies;
  • Encourage cooperation in digital cultural industries;
  • Strengthen people-to-people bonds between the two countries.

According to the Minister, enhanced cooperation in cyberspace provides new opportunities for China and Pakistan to share cultural achievements, promote dialogue among civilizations, and build stronger connections between their peoples.

Digital Cooperation as a New Dimension of China–Pakistan Relations

With the rapid development of information technology, digital cooperation has become an increasingly important component of international relations. China and Pakistan have continued to explore opportunities in areas such as digital infrastructure, information technology, e-commerce, artificial intelligence, and online cultural communication.

The two countries believe that responsible development and peaceful use of cyberspace can contribute to economic growth, social progress, and greater understanding among civilizations.

The promotion of a community with a shared future in cyberspace represents an important platform for international cooperation, encouraging countries to work together toward a more open, inclusive, secure, and cooperative digital environment.
