The first week back at work after the holiday, Inner Mongolia Honder College of Arts and Sciences received the Certificate of Approval for Chinese-Foreign Cooperation in Running Schools issued by the Ministry of Education of the People’s Republic of China. The college’s undergraduate education program in Computer Science and Technology, jointly organized by the University of the Punjab, Pakistan, has been officially approved by the Ministry of Education.

The approval of this program represents three major breakthroughs:

· It is the first undergraduate-level Chinese-foreign cooperative education program between China and Pakistan.

· It is the first Chinese-foreign cooperative education program approved in Inner Mongolia in recent years.

· It is the first Chinese-foreign cooperative education program since the founding of Inner Mongolia Honder College of Arts and Sciences. 

The program will be included in the national general higher education enrollment plan and is scheduled to launch student recruitment this year. It adopts a four-year study system and a dual-degree training model. Students who complete the required courses and meet the relevant requirements will obtain an undergraduate graduation certificate and a bachelor’s degree certificate issued by Inner Mongolia Honder College of Arts and Sciences, as well as a bachelor’s degree certificate conferred by the University of the Punjab, Pakistan.

Founded in 1882, the University of the Punjab is the oldest and largest national comprehensive research university in Pakistan. Its computer discipline was established in 1994, and was ranked 401–450 globally in the 2025 QS World University Rankings by Subject, placing it among the top three in Pakistan. 

Wang Jiali, Vice President of the university, stated that the university will take this program as an important engine, firmly implement the strategy of open education, and, under the framework of the Belt and Road Initiative, further deepen all-round cooperation with universities in Pakistan and other countries along the routes, carrying out in-depth exploration in joint talent training, academic exchanges, scientific research cooperation and other fields.

Meanwhile, the university will take this program as an opportunity to intensify connotation-oriented development, integrate high-quality international educational resources with its own local characteristics, continuously improve educational quality and core competitiveness, and further consolidate the foundation of China-Pakistan educational cooperation. With education as a bond, the university will enhance the emotional bond between the two peoples, contribute more Hongde’s strength to serving the country’s opening-up, building a closer China-Pakistan community with a shared future, and promoting the internationalization of higher education in Inner Mongolia.
