On April 6, 2026, Zhou Yushu, President of Inner Mongolia Honder College of Arts and Sciences, received a letter of thanks from Moscow. The letter was personally signed by Oleg Nikolaevich Slobotchikov, Rector of the Zhirinovsky University of World Civilizations of Russia.
In the letter, Rector Slobotchikov expressed gratitude to President Zhou for his contributions to the 16th International Scientific and Practical Conference. He particularly noted that President Zhou's online keynote speech titled The Conception of a "North Asian Community" had sparked enthusiastic responses among participating experts and scholars.
The letter also stated that President Zhou's participation had made important contributions to the discussions on key topics including Russia's position in the development of global civilizations, the construction of a new world order, and the safeguarding of national cultural and technological sovereignty.
At the end of the letter, Rector Slobotchikov wrote: "We look forward to continuing our productive and mutually beneficial cooperation in the future."

Previously, the 16th International Scientific and Practical Conference, themed “Russia and the World: Civilizational Development · Ideas · Challenges · Forecasts – Commemorating the 80th Birth Anniversary of Vladimir Volfovich Zhirinovsky”, was solemnly held in Moscow on April 2–3.
At the invitation of the organizers, Professor Zhou Yushu attended the conference online and delivered a recorded keynote speech entitled On the Concept of the “North Asian Community”.
From the perspectives of geo-economics and civilizational integration, he systematically elaborated on the concept of the “North Asian Community”. He proposed taking infrastructure connectivity, energy and technological cooperation, and educational and people-to-people exchanges as pillars to advance the establishment of a new framework for win-win regional cooperation in North Asia.
The speech was highly praised by more than 100 delegates from various countries and regions.

It is reported that the two universities have long maintained close exchanges and cooperation.
In January 2025, a delegation from Inner Mongolia Honder College of Arts and Sciences visited the LDPR World Civilization University named after V.V. Zhirinovsky in Russia, and was warmly received by Rector O. N. Slobodchikov.
In April of the same year, President Zhou Yushu was invited to attend the 15th International Scientific and Practical Conference of the university and delivered a keynote speech entitled “The Pillars of the Future World”.
During this online participation in the conference, the two sides reached consensus on further implementing specific cooperation arrangements, and looked forward to future cooperation in such fields as faculty and student exchanges as well as academic seminars.
