It is a great pleasure to visit this renowned think tank in Pakistan. First of all, I would like to express my sincere appreciation to Chairperson Ms. Panjwani for her thoughtful arrangements and warm hospitality.
I know that members of the Karachi Council on Foreign Relations have long followed China’s development and actively promoted China-Pakistan cooperation. Today, I would like to share some thoughts with you on how the spirit and outcomes of the Third Plenary Session of the 20th Central Committee of the Communist Party of China (CPC) will not only further China’s development but also create new opportunities for Pakistan and advance China-Pakistan cooperation.
We are ready to take the implementation of the guiding principles of the Third Plenary Session of the 20th CPC Central Committee as an opportunity to strengthen exchanges with Pakistan on governance experience and work together to advance modernization in our respective countries.
President Xi Jinping has pointed out:
“The reform and opening up that China has pursued represents a great revolution that has not only profoundly transformed China, but also deeply influenced the world.”
Since the 18th National Congress of the Communist Party of China in 2012, the Chinese people have created remarkable achievements, including rapid economic development and long-term social stability.
China has lifted nearly 100 million rural residents out of poverty, historically eliminated absolute poverty, and completed the building of a moderately prosperous society in all respects. China has contributed more than 70 percent to global poverty reduction and has accounted for over 30 percent of global economic growth for many years.
The fundamental reason behind these achievements lies in the strong leadership of the Communist Party of China Central Committee with President Xi Jinping at its core, and the scientific guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era.
With extraordinary political vision and a strong sense of historical responsibility, President Xi Jinping has personally planned, guided, and promoted China’s reform efforts, providing strong leadership and strategic direction for historic achievements and transformations. Under his leadership, China has embarked on a new journey of advancing national rejuvenation through Chinese modernization.
At this crucial stage of China’s efforts to build a strong country and achieve national rejuvenation through modernization, the Third Plenary Session of the 20th CPC Central Committee was successfully convened in July this year.
The most important outcome of the session was the adoption of the Decision of the Central Committee of the Communist Party of China on Further Deepening Reform Comprehensively to Advance Chinese Modernization.
The Decision outlines more than 300 major reform measures and provides systematic arrangements for further deepening reform and advancing Chinese modernization.
President Xi Jinping personally guided the overall planning, research, and drafting process, providing strategic direction for the formulation of the Decision.
At present, more than 1.4 billion Chinese people are implementing the principles of the plenary session and the Decision, pursuing new development concepts, building a new development paradigm, promoting high-quality development, and moving confidently toward modernization.
China’s development has not only benefited its own people but has also contributed to strengthening the development capacity of developing countries and reshaping the global economic landscape in a positive direction.
President Xi Jinping has emphasized:
“The modernization we pursue is not modernization for China alone. We hope to work together with all countries, including developing countries, to achieve modernization.”
He has also stressed:
“No country should be left behind on the path toward modernization.”
China is willing to share its development experience with the world and, as an “iron-clad friend” of Pakistan, provide useful references and support for Pakistan’s reform efforts and modernization journey.
Just yesterday, President Xi Jinping delivered an important keynote speech at the opening ceremony of the Forum on China-Africa Cooperation Beijing Summit, emphasizing the need to work together to advance:
These principles also provide important guidance for China and Pakistan as they jointly pursue modernization.
China is ready to work with Pakistan through various channels, including political party exchanges, practical cooperation, and talent development programs, to learn from each other, support each other, share development experiences, and contribute to a new chapter of reform and development in both countries.
Together, China and Pakistan can contribute to global modernization and build a brighter future for all.
We are ready to use the implementation of the Third Plenary Session of the 20th CPC Central Committee as an opportunity to promote China’s high-standard opening up and accelerate the building of a closer China-Pakistan community with a shared future.
Under the strategic guidance of President Xi Jinping and Pakistani leaders, and through the joint efforts of both sides, China-Pakistan cooperation has achieved comprehensive progress.
President Xi Jinping has exchanged messages with President Asif Ali Zardari and met with Prime Minister Shehbaz Sharif during his visit to China. The two sides reached important consensus on advancing the all-weather strategic cooperative partnership and further developing the China-Pakistan Economic Corridor (CPEC).
Government departments and local authorities of both countries are actively implementing these important agreements, accelerating the creation of an upgraded version of CPEC and strengthening cooperation with Pakistan’s “5Es” development framework.

The Third Plenary Session of the 20th CPC Central Committee emphasized that opening up is a defining feature of Chinese modernization.
China will continue pursuing its fundamental national policy of opening up, improving institutions for high-standard opening up, building a comprehensive Belt and Road connectivity network, and promoting both major strategic projects and “small yet impactful” livelihood projects.
These efforts will provide new opportunities and inject fresh momentum into China-Pakistan cooperation.
China is ready to work with Pakistan to:
China will also continue supporting development in Gwadar, including promoting the completion and handover of the new Gwadar International Airport, while implementing more “small yet beautiful” livelihood projects, such as providing health packages for students in Balochistan, to help reduce development gaps.
We are ready to take the implementation of the Third Plenary Session of the 20th CPC Central Committee as an opportunity to strengthen cooperation among Global South countries and jointly safeguard international fairness, justice, and the legitimate interests of developing nations.
The Third Plenary Session emphasized that Chinese modernization follows the path of peaceful development.
China advocates:
Today, peace, development, and win-win cooperation represent the shared aspiration of the international community.
However, some countries continue to follow outdated Cold War thinking, pursue unilateralism, promote bloc confrontation, suppress the development of others, prioritize narrow national interests, and adopt protectionist approaches.
In response to these challenges, China advocates a more equal and orderly multipolar world, where all countries, regardless of size or strength, enjoy equal rights and opportunities.
China opposes hegemony and power politics, promotes greater democracy in international relations, and supports every country’s right to find its proper place in the global system.
China also advocates inclusive economic globalization, responding to the shared aspirations of countries around the world, especially developing nations.
The goal is to expand the benefits of globalization and ensure that its gains are shared fairly, while promoting trade and investment liberalization and facilitation for mutual benefit and common prosperity.
China attaches great importance to cooperation with Global South countries.
In recent years, the Global South has become an increasingly important force in global development.
Economically, Global South countries contributed approximately 80 percent of global economic growth over the past two decades. Over the past 40 years, their share of global GDP has increased from 24 percent to more than 40 percent, significantly reshaping the world economy.
Politically, Global South countries are no longer a “silent majority.” They are increasingly expressing their own voices and have become an important force in shaping changes in the international order.
To support the development and cooperation of the Global South, President Xi Jinping has proposed the Global South Open and Inclusive Cooperation Initiative and announced a series of measures, including:
China is ready to work together with Pakistan and other Global South countries to actively implement these initiatives, inject stronger momentum into common development and solidarity, advance the building of a community with a shared future for mankind, and safeguard international fairness and the interests of developing countries.
May China and Pakistan enjoy peace, prosperity, and happiness.
